The Board of Examiners of Rehabilitation Counselors shall have the following powers and duties:
(a) To adopt such rules and regulations as may become necessary to carry out the purposes of this chapter.
(b) To issue, deny, suspend and revoke licenses to practice the profession of rehabilitation counselor.
(c) To keep up to date a registry of all the rehabilitation counselors lawfully authorized to practice their profession in Puerto Rico, which shall contain the name, address, date and number of license of said professionals.
(d) To keep a minute book of all its proceedings; to organize its files so that all the applications presented and the action taken on them be recorded, and to adopt an official seal to identify its documents.
(e) To offer validating examinations at least once a year.
(f) To investigate complaints presented for violations of this chapter; to hear testimony and issue summons for the appearance of witnesses and the presentation of evidence or documents at any hearing held in accordance with the terms of this chapter, and to administer oaths in connection with the hearings or investigations.
(g) To incorporate and adopt a Code of Ethics that shall govern the practice of this profession in any workplace in Puerto Rico, in both the public and the private sector.
