The Board shall keep a minute book of all its proceedings, a file and a full registry of all the draftsmen to whom a license or certificate has been issued. Not later that October 1 of each year the Board shall submit a report to the Governor covering its activities during the fiscal year ending the preceding June 30.
The minutes, the registry and any other official document issued by the Board shall be considered prima facie evidence; and, therefore, any copy certified by the Secretary with the seal of the Board shall have the same legal value as the original.
