The Board shall grant licenses without examination to practice as health educators or as community health educators in Puerto Rico to such persons who may have taken courses comparable to those required in Puerto Rico in an accredited college or university, and hold licenses to work as such, granted by those states with which the Board has established reciprocity relations.
