The Board shall have the following duties and powers:
(a) It shall authorize the practice of electronic equipment repair and maintenance technique in Puerto Rico by granting a license of electronics technician to those persons who meet the requirements and conditions fixed herein.
(b) It shall designate a chairman and vicechairman from among its members.
(c) It shall adopt bylaws for its internal operation which shall be approved within the term of one (1) year after the Board is duly constituted.
(d) It shall adopt an official seal to identify its orders and other documents.
(e) It shall investigate and examine those persons applying for a license.
(f) It shall keep a file of all the applications and documents submitted.
(g) It shall hold such meetings and sessions as may be necessary to carry out its functions, upon call of the chairman or, in the absence of the latter, of the vicechairman.
(h) It shall keep a minute book of the meetings or sessions held.
(i) It shall keep up to date the registries created hereinafter.
(j) It shall investigate the violations to this chapter and hold the necessary administrative hearings, at its own initiative, or on complaint filed with the aforesaid entity by any person.
(k) It shall suspend temporarily or revoke permanently or deny temporarily or permanently the renewal of any license of electronics technician for the reasons stated herein.
(l) It shall keep full record of all the administrative hearings held in connection with the denial, suspension, revocation or refusal to renew licenses. The duly certified transcript of the record of a hearing shall be considered prima facie evidence of the facts.
(m) It shall submit a report to the Governor of Puerto Rico at the end of each fiscal year, giving the details of the income received and informing the work performed during the year.
(n) It shall undertake any business, adopt rules and regulations and shall have any such other power, in addition to those provided herein, as may be necessary to comply with the provisions of this chapter.
