For purposes of this chapter the following terms shall have the meaning set forth hereinbelow:
(a) College. — Means the Health Services Administrators College of Puerto Rico, created by this chapter.
(b) Health services administrator. — Means the professional who has the duty of adequately administering, directing, planning, organizing, coordinating, controlling, evaluating and using human, material, and financial resources of health facilities or programs; known as, or to be known as director, executive director, president, executive chairperson, administrator, executive assistant, executive advisor or any other related title, and who must also have a valid license to practice his profession issued by the Examining Board of Health Services Administrators.
(c) Health services. — Means, without being limited to, all those functions and activities concerned with the administration, direction, coordination, prevention, restoration, rehabilitation, organization, evaluation, education, investigation and planning related to health, that are carried out in an integral and comprehensive manner and of the best quality at the least possible cost in a health services program or facility.
(d) Health services administration. — Means executing and developing the functions of planning, organizing, directing, controlling, coordinating and evaluating health facilities and programs in order to satisfy the health services needs of the community.
