After the suspension or revocation of any license or certification, the Board shall not issue a new license or certification, as the case may be, to the same person within the term of three (3) years from the date of the revocation or suspension, and after such term, only when the Board verifies that the applicant is duly qualified to be admitted to the practice of professional real estate appraiser.
