The Board shall deny the issue of a license or certification upon previous notice and hearing to any applicant who:
(a) Attempts to obtain a license or certification through fraud or deceit;
(b) does not meet the qualifications to obtain a license or certification established by this chapter, and
(c) is mentally disabled, an alcoholic or a controlled substance user, dependent or addict, according to official information obtained by the Board.
