§ 2196. College—Regulations; complementary provisions

The regulations of the College shall provide that for which the present chapter has not provided, including all that concerns the function, duties and procedures of all its bodies and officials, convocations, meetings of the Board of Directors, election of directors and officials, standing committees, budget or investment of funds and disposition of the assets of the College, term for all offices, declaration of vacancies and manner of filling the same.

The members shall have the option to exercise their right to vote to elect the directors and officials at their convenience, in person or by mail, following the procedure that the College provides through regulations. The College may also through regulations provide its members with the additional option of exercising their right to vote through another means which is determined to assure privacy, reliability, secrecy and the validity of said vote. The canvassing of the votes cast by mail or other means shall be conducted in the General Assembly convoked for these purposes.
