The Board shall issue licenses to perform the occupation of automotive technician to every person who meets the following requirements:
(a) Have attained the age of eighteen (18) years;
(b) Have obtained a high school diploma.
(c) Have obtained a diploma from a vocational school or from any other institution accredited or authorized by the Department of Education of Puerto Rico or by the Council on Higher Education of the University of Puerto Rico, certifying that the applicant has pursued and passed a course of at least two (2) years duration in motor vehicles, mechanics or electromechanics, offered by [a] post-secondary vocational school or universit[y], or a course of twelve hundred (1,200) hours in general motor vehicle mechanics or electromechanics which qualify him/her to perform as automotive technicians or, in lieu thereof, to have completed the training course prescribed, or to be prescribed in the future by the Apprenticeship Council of Puerto Rico, by virtue of the provisions of Act No. 484 of May 15, 1947, as subsequently amended, or by those institutions recognized by the Board of Examiners in the future.
(d) To enjoy good conduct, which shall be certified through the timely official certificate issued by the Puerto Rico Police; Provided, That the Board may require any other document if it deems pertinent.
(e) To have passed the examinations offered by the Board, and
(f) to have paid the examination and license fees established by §§ 2131—2144 of this title.
