P.R. Laws tit. 20, § 133h
The Board shall issue a provisional license authorizing the practice of medicine and surgery in Puerto Rico for all physicians and surgeons who show evidence attesting that they have been admitted into an internship or a residence program at a Board-approved hospital in the United States of America, Canada, or Puerto Rico, who have approved that part of the licensure examination that the Board requires as it may see fit, and who meet all other requirements imposed by this chapter. Provided, That foreign physicians and surgeons shall submit evidence attesting that they have obtained the corresponding permits from the Immigration and Naturalization Service of the Department of Justice of the United States of America.
Said provisional license shall be issued to interns for the term of one (1) year and may be renewed for one (1) additional year. Provided, That this term, as pertains to residents, may be [extended] to up to seven (7) years for special cases as the Board may deem necessary to meet specialty requirements.
Foreign citizens who wish to take their post-graduate training in Puerto Rico shall submit evidence attesting that they have obtained the corresponding permits from the Immigration and Naturalization Service of the Department of Justice of the United States of America.
Notwithstanding the foregoing provisions, all hopefuls for a license to practice the profession of physician and surgeon or osteopath in the Commonwealth of Puerto Rico shall meet all the requirements provided for in this chapter as they may apply.
Omission or failure to meet these requirements shall constitute illegal practice of medicine in Puerto Rico and be subject to the penalties provided for in this chapter.
