§ 132a. Powers

The Board shall have the power to:

(a) Adopt an official seal.

(b) Elect from among its members, in the first session, a Chair, to serve for one (1) year.

(c) Hold regular sessions to resolve its official affairs; Provided, That the Board shall hold at least one regular meeting a month and may also hold additional meetings as necessary to better discharge its functions.

(d) Hold emergency meetings at any time, called by the Chair or by a member, at the request of an officer and two Board members if required to comply with this chapter.

(e) Develop a meeting notice system within a reasonable term.

(f) Have the duty to hold regular meetings, thus stringently complying with this chapter and the rules of parliamentary procedure adopted by the Board.

(g) Consider the attendance of five (5) Board members to constitute a quorum, and decisions shall be made by the majority of the members present. Provided, That at the time of voting, quorum shall be ascertained.

(h) When the matter to be addressed is an order to suspend, cancel or revoke a regular license or to fix a probation period for a physician for a specific term, decisions are to be made by the affirmative vote of the absolute majority of the Board members convened into quorum.

(i) Establish relations of reciprocal consultation and coordination with the Secretary of Health, with bona fide health organizations, and with professional regulation and evaluation organizations.

(j) Amend, reject or approve the Code of Ethics for Physicians in Puerto Rico, pursuant to the provisions of §§ 73 et seq. of this title.

(k) Establish by regulation the requirements as to the continuing education courses that physicians can take and approve the courses offered for such purposes.
