P.R. Laws tit. 20, § 2013
All the expert electricians admitted to the practice of the profession as expert electricians by the Board of Examiners of Expert Electricians of Puerto Rico shall be members of the College.
After the first general meeting of the College is held, no person who is not a member thereof may practice the profession of expert electrician in the Commonwealth, except in the following cases:
The expert electricians of the United States Army and the United States Navy when the practice of said profession is performed in compliance with their official duties.
The College shall be governed, first, by its General Assembly and second by its Board of Directors.
