The College of Expert Electricians of Puerto Rico is hereby established, which shall be composed of every expert electrician authorized by the Board of Examiners of Expert Electricians of Puerto Rico to practice the profession in Puerto Rico, provided a majority of said expert electricians do so resolve in a referendum which shall be held for said purpose as hereinafter provided. This College shall be a juridical entity or quasi-public corporation which shall operate under the name of the “College of Expert Electricians of Puerto Rico” and shall establish its headquarters in a municipality of the Commonwealth of Puerto Rico to be determined by the Board of Directors of the College of Expert Electricians of Puerto Rico.
