The persons who exercise the occupation of chauffeur, as this term is defined in § 1062 of this title, are hereby authorized to constitute themselves into an [juridical] entity or quasi-public corporation under the name of “College of Chauffeurs of Puerto Rico”, provided, that the majority of the chauffeurs so resolve in a referendum which shall be held for the purpose as hereinafter provided.
