The College shall have the following duties and powers:
(a) To procure and contribute toward the improvement of relations and bonds of fellowship among the persons practicing as master and journeyman plumbers.
(b) To determine and sponsor protective measures for its members and the community.
(c) To subsist in perpetuity under the name of College of Master and Journeyman Plumbers and to sue and be sued as an [juridical] person.
(d) To possess and use a seal and to alter it at will.
(e) To acquire rights and property, both real and personal, by donation, legacy, assessments on its own members, purchase or otherwise, and to hold, mortgage, lease and dispose of same in any form.
(f) To adopt the bylaws necessary to govern the College adequately. Said bylaws shall be binding on all its members.
(g) To appoint the officers and officials it may deem necessary to govern and manage the College.
(h) To adopt the canons of ethics that shall govern the conduct of its members in the performance of their work.
(i) It may investigate and solve the complaints formulated in regard to the conduct of its members in the practice of their trades and, upon the previous holding of a hearing to that effect, adopt the necessary disciplinary measures according to its bylaws.
(j) To protect its members in the practice of their trade and by the creation of gratuity funds, insurance systems and special funds or in any other way to help those who retire for physical disability or advanced age, and the heirs or beneficiaries of the deceased.
(k) To exercise such incidental powers as may be necessary or convenient for the purposes of its creation and not in conflict with this chapter.
