This chapter shall not be applicable to or affect, or prevent the domestic practice, without compensation, of any of the activities defined therein, and likewise no provision hereof shall be construed in the sense of preventing the application of facial creams and lotions by persons under the direction of a licensed beautician who engages in the sale or advertising of cosmetics for the account of the manufacturer of said cosmetics or lotions.
