§ 553. Powers

In addition to his other powers and faculties, the Secretary of State shall have power to:

(a) Appoint the number of assistants, inspectors, and other employees, required to enforce the provisions of this chapter and to prescribe their duties and [set] their compensation in conformity with the appropriation therefor made.

(b) Examine the requirements and qualifications of persons applying for a license under this chapter.

(c) Require all persons licensed under this chapter to submit to a physical examination by a physician assigned therefor by the Department of Health of Puerto Rico.

(d) Keep a register of the licenses issued, suspended, or cancelled.

(e) Promulgate regulations to serve as a basis for said examination, and to furnish copy thereof to interested persons, upon payment of a reasonable fee therefor.

(f) [Set] the standards, not in conflict with the provisions hereof, that may be necessary in regard to the form and content of license applications, issuance thereof, investigation of applicants, requirements to be met by them, and any other matters incidental to the powers and duties prescribed by this chapter, or required for the proper administration and enforcement hereof, and to amend said standards and regulations.
