The professionals entitled to practice the profession of chemistry in Puerto Rico are hereby constituted into an artificial entity or quasi-public corporation under the name of “College of Chemists of Puerto Rico”, with domicile in the Capital, provided that the majority of the chemists so resolve in a referendum which shall be held for the purpose as hereinafter provided.
