Any person who wishes to practice the profession of histologic technician or histotechnoligist in Puerto Rico must apply for and pass a revalidation examination. In order to qualify for taking the revalidation examination the applicant must:
(a) Be at least eighteen (18) years of age and have resided in Puerto Rico for an uninterrupted period of one (1) year;
(b) file with the Board an application for taking the revalidation examination in the form provided for such a purpose by said Board, accompanied by a postal or bank money order or a certified check payable to the Secretary of the Treasury for the amount specified in § 332 of this title;
(c) be of good reputation, a fact which shall be ascertained in a negative certification of penal antecedents issued by the Puerto Rico Police and by the competent authorities from the jurisdictions where the aspirant has resided and any other credentials established by the regulations of the Board, and
(d) present satisfactory evidence of having the following academic preparation.
(1) The histologic technician must hold an Associate Degree from an institution of higher education accredited by the Puerto Rico Council on Higher Education or from a foreign university whose program of studies is equal to the one offered in Puerto Rico, as stated in the certification which the Board must issue to that effect, and have a training period of one (1) year in a laboratory of histopathology accredited by the Department of Health and under the direct supervision of a histotechnologist and a pathologist.
(2) The histotechnologist must hold a Bachelor’s Degree from a university accredited by the Puerto Rico Council on Higher Education with a major in Natural Sciences, or from a foreign university whose program of studies is equal to the one offered in Puerto Rico, as stated in the certification which the Board must issue to that effect and training in the field of histology in a program recognized by the Board as well as a training period of one (1) year in a laboratory of Histopathology accredited by the Department of Health and under the direct supervision of a pathologist and a histotechnologist.
The Board shall establish, through regulations, the requirements for specific courses, studies or credit hours in the fields of science or mathematics that must be approved by those aspiring to practice histology.
Any changes adopted by the Board in relation to the aforementioned requirements shall apply to those students who start their studies after these have been modified or others have been added. The Board shall also establish, through regulations, the manner in which the orientation on the revalidation examinations shall be provided so that the applicants may become familiar with the revalidation procedure, the standards for administering the examination, the type or class of examination, the method to evaluate the same and the regulations of the Board.
Likewise, the Board shall adopt standards to guarantee to those persons who have not passed one or more parts of the revalidation examination, the right to examine their answer sheet or to receive a breakdown of the punctuation obtained per question and to petition for reconsideration of the grade obtained in the examination.
To that effect the Board shall prepare and publish a manual containing all the information related to the revalidation examination. A copy of said manual shall be given to any person who requests the same and pays the amount of ten dollars ($10) with a postal or bank money order or certified check payable to the Secretary of the Treasury. The Board may review, from time to time, the cost for acquiring said manual on the basis of the expenses for its preparation and publication, although the amount charged shall never exceed the real cost which said expenses entail.
