Any person who wishes to practice the profession of medical technologist in Puerto Rico must apply for and pass a revalidation examination. In order to qualify for the revalidation examination, the person must:
(a) Be of legal age and have resided uninterruptedly in Puerto Rico for a minimum term of six (6) months.
(b) File an application before the Board to take the revalidation examination on the form provided by it to such effects, together with a mail or bank money order or certified check to the order of the Secretary of the Treasury for the amount specified in § 281j of this title.
(c) Submit satisfactory proof of having the following academic qualifications:
(1) A Bachelor’s degree in medical technology from an institution of higher learning whose study program in medical technology is accredited by the Council on Higher Education of Puerto Rico; or
(2) a Bachelor’s degree in science or arts from an institution of higher learning duly accredited by the Council on Higher Education of Puerto Rico and a certificate accrediting the approval of a medical technology course of at least one (1) year’s duration in a program equally accredited by the corresponding authority; or
(3) a Bachelor’s degree in medical technology from a foreign university whose study program is equivalent to that offered in institutions of higher learning in Puerto Rico, according to the certification that the Board must issue to such effects, or
(4) a Bachelor’s degree in science or arts from a foreign university whose study program is equivalent to that offered in institutions of higher learning of Puerto Rico and a certificate accrediting the approval of a medical technology course of at least one (1) year’s duration in an institution certified by the corresponding authority, pursuant to the certification that the Board must issue to such effects.
(d) The Board shall establish by regulations the requirements of specific courses, studies or academic credits in the area of science and mathematics that must be passed by aspirants to practice medical technology. Any change adopted by the Board with regard to the above requirements shall be applied to those students who begin their studies after the modification or extension thereof. The Board shall also establish by regulations the manner in which the orientation on the revalidation examination is to be offered, so that the applicants may become familiarized with the revalidation procedure, the standards for giving the examination, the type or class of examination, the method of evaluating it, and the regulations of the Board. It shall, likewise, adopt standards that will guarantee to the persons who have failed one or more parts of the revalidation, the right to examine their answer sheet, receive a detailed account of the points obtained per question, and to request the reconsideration of the score of their examination.
(e) To such effects, the Board shall prepare and publish a handbook with all the information concerning the revalidation examination. Copies of said handbook shall be provided to any person who requests it and pays the amount of ten dollars ($10), through a mail or bank money order or certified check drawn to the order of the Secretary of the Treasury. The Board may revise, from time to time, the cost of acquisition of this handbook, based on the expenses for its preparation and publication, but the amount to be charged shall never exceed the real cost of such expenses.
(f) Those persons who approve the medical technology examinations offered by the American Society of Clinical Pathologists (ASCP) or the Scientific Clinical Laboratory Examination (CLS) offered by the National Certification Agency (NCA), shall be excused from the examination requirement, however they must have the academic qualifications required by §§ 281—281p of this title. They must also apply for and obtain the license required in §§ 281—281p of this title after paying the fees established in § 281j of this title.
