The College shall have the authority to:
(a) Subsist in perpetuity under that name and sue and be sued as a juridical person.
(b) Possess and use a seal which it can alter at will.
(c) Adopt its bylaws which shall be binding on all its members and to amend them in the form and under the requirements enacted therein.
(d) Acquire assets and real and personal properties; and any funds by donation, legacy, levies on its own members, purchase, transfers, conveyances, subsidies, advances, loans or any other legal way, from the Commonwealth of Puerto Rico as well as the federal government or its agencies, or from private persons or entities; and may own mortgages, lease, manage and dispose of said properties legally and pursuant to its bylaws.
(e) Appoint its directors and officials or officers who shall constitute the College Governing Board.
(f) The College of Licensed Practical Nurses of Puerto Rico shall establish, through regulations, the benefits it shall offer to the College members, according to the financial capacity of the College.
(g) Adopt and implement, in coordination with the Examining Board, the code of professional ethics which shall govern the conduct of the College members.
(h) Receive and investigate any complaints made under oath regarding the conduct of its members in the practice of their profession, and to remit them for action to the Governing Board established in § 235f of this title, after a preliminary hearing in which the defendant or his/her legal representative is allowed to bring his own witnesses and be heard; and if just cause is found, to institute the corresponding proceedings for suspension or cancellation of license before the Examining Board for pertinent action. Nothing provided herein shall be construed as limiting or interfering with the Examining Board’s power to conduct its own investigation.
(i) To exercise such incidental powers as may be necessary or convenient which are not in conflict with this chapter.
