Roof waterproofing, coating, and repair services contractors. — All persons who offer, because of their education and/or experience, and has [sic] developed a specialized knowledge in evaluating, quoting, designing, altering, installing, coating, repairing, waterproofing, insulating and maintaining roofs, in the industrial, business and residential areas. They also have due experience, knowledge and skills in the use of materials, products and systems for the installation, maintenance and alteration of any kind of roof, with the purpose of protecting, waterproofing, insulat[ing], repairing, stopping leaks or extending the life of the roof.
