The scope of the examination and the methods and procedures observed shall be subject to regulation by the Board. Likewise, it shall be provided that, prior to taking the examination, the aspirant shall receive orientation in order to become familiar with the written examination, with the rules for administering the examination, the type of examination, the methods of evaluation, as well as with the regulations thereof. To such effects, the Board shall prepare and publish a handbook with information on the written examination, a copy of which shall be handed out to every applicant. The deadline to apply for the written examination shall be published for three (3) consecutive days in two (2) newspapers of general circulation, thirty (30) days prior to the deadline for application for admission to the written examination.
The Board shall adopt in its regulations certain standards that will ensure that applicants who have failed in one or more parts of the written examination shall be entitled to examine their answer sheet, receive a breakdown of the total points receive by question, and request a reconsideration of the grading of his/her examination. The Board may seek advice from professional experts in the techniques of preparing examinations for the purpose of ensuring the validity of thereof as instruments to measure knowledge and skills.
The application for the written examination shall be made using the form designed for such effects. The Board shall establish through regulations the sum to be paid by each applicant for examination fees. Said fees shall be paid by an internal revenue voucher when filing the application. The Board shall not reimburse any sum to an applicant who fails the examination.
