§ 3459. Examinations

The Board shall offer theoretical and practical examinations according to the level of training of the applicant (EMT-P or EMT-B), at least twice a year.

These examinations shall be offered in Spanish or in English by request of the applicant. The examinations shall be announced by edicts in a daily newspaper for three (3) consecutive days, in a term of one (1) week, and no later than two (2) months prior to the date scheduled for the examination to be held. This notice shall be of strict compliance and its non-compliance shall result in the annulment of the examination.

The written examination shall have a total value of one hundred (100%). Every applicant who obtains over seventy (70%) of the total value shall have [passed] the same.

Those applicants who obtain less than seventy percent (70%) of the total score of the written examination may request reconsideration in order to be admitted to take the next examination convoked by the Board.

Any applicant who fails the examination eight (8) times shall take an emergency medical technician training course according to his/her level of training. Said course shall be taken in an institution accredited by the General Education Council or the Council on Higher Education before being able to again request admission to the same. The curriculum of this course must be based on the national curricula established by the U.S. Department of Transportation (DOT) for such purposes.

Any person who is interested in being admitted to the examination or re-examination, the issue of licenses, recertification of licenses or duplicates, shall submit a duly completed form, which shall be provided to such effect by the Board, including a postal or bank money order, or a certified check payable to the Secretary for the corresponding amount, as indicated below:

(a) Examination $ 50.00

(b) Re-examination $ 30.00

(c) Reciprocity License $ 50.00

(d) Duplicate License $ 35.00

(e) Revalidation Certificate $ 10.00

(f) Special Licenses $ 25.00

(g) Handwritten Document (additional charge) $ 25.00

(h) Recertification $ 30.00

The fees for these forms shall not be returned to the applicant for failure to appear for the examination or for failing it. Said fees shall be covered into the Health Fund in a special account for the exclusive use of the Board.

The practical examination requires the candidates to submit their application and satisfactorily demonstrate the minimum skills required for the practice of their profession. The practical examination as well as the written examination must be in accordance with the training level of the applicant and shall be based on the national curricula established by the U.S. Department of Transportation (DOT).

(a) Practical Examination EMT-B. — The candidates to obtain the EMT-B license shall demonstrate their skills in the practical examination as provided by regulations.

(b) Written Examination EMT-B. — The subject matter of the written revalidation examination corresponding to this level shall include such material that is established by regulations pursuant to the content of the National Emergency Medical Technician-Basic curriculum established by the U.S. Department of Transportation (DOT).

(c) Practical Examination EMT-P. — Candidates to obtain the EMT-P license shall demonstrate their skills manner [sic] in the practical examination as provided by regulations.

(d) Written Examination EMT-P. — Following the contents of the national curricula of Medical-Paramedical Medical Emergencies Technician established by the U.S. Department of Transportation (DOT), the subject matter of the written revalidation examination corresponding to this level, shall include those subjects provided by the Board by regulation.

At all stages of the practical examination the system of “P” for passing, and “NP” for not passing shall be used to evaluate the candidate.

The Board shall offer the candidates information to familiarize them with the procedure and the type of examination, applicable standards, evaluation method, notification, grading, revision, and any other pertinent information.
