The Board shall hold at least six (6) meetings a year for the consideration and resolution of its affairs, but may meet as many times as is necessary for the prompt handling of its affairs and duties. At its first meeting, the members shall elect from among themselves a chairman who shall hold office for the term and under the conditions fixed by the regulations of the Board.
