P.R. Laws tit. 12, § 8036
(a) The following classifications are established for outdoor and special areas according to their lighting characteristics:
(1) Class 1: Dark Tracts.— Areas used as parks, conservation areas, Nature Reserves, State Forests, and rural, suburban, or urban areas with little or no outdoor lighting;
(2) Class 2: Low ambient lighting.— Suburban and rural low density residential areas.
(3) Class 3: Moderate ambient lighting.— Urban residential areas.
(4) Class 4: High ambient lighting.— High density urban residential or commercial zones with night time activity.
(5) Special class: Vieques Zone.— All of the territorial area of the Island-Municipality of Vieques, in order to protect the Mosquito Bioluminescent Bay.
(6) Special class: La Parguera Zone.— A special zone consisting of an area with a five (5) mile radius, which encompasses the La Parguera Bioluminescent Bay, in order to protect it.
(7) Special Class for the Cabezas de San Juan Zone.— A special zone which spans an area of five (5) miles around Laguna Grande.
(8) Special class: Beach areas used by sea turtles All coastal areas used by sea turtles as nesting and egg laying sites during their annual migration journey to our shores.
