The Light Pollution Control and Prevention Program is hereby created, attached to the Environmental Quality Board of Puerto Rico, whose purpose shall be to prevent and control light pollution of the night sky for the enjoyment of all our inhabitants, for the benefit of astronomy scientific research, to protect and safeguard the conditions which allow the appreciation of the bioluminescence phenomenon, to promote darkness to be able to appreciate the light of the stars, to allow the unaltered transition of sea turtle neonates to the sea, to maintain the appropriate conditions for the protection of the Circadian Rhythm of the wildlife species, and to encourage energy saving by establishing norms regarding the kind, class, construction, installation, and use and management of electrical devices suited for outdoor lighting and energy-saving systems that assure the astronomic quality of our sky and allow the use of the darkness of the night as a resource for sustainable tourism.
