If the provisions of this chapter are inconsistent with the provisions of any other act, the provisions of this chapter shall prevail unless the provisions of said other chapter specifically amend or repeal some or all of the provisions of this chapter. The provisions of this chapter shall prevail over the provisions of any other chapter addressing the same subject as this chapter.
