The Planning Board, the Permit Management Office and any other instrumentality of the Commonwealth of Puerto Rico with concern in this matter are hereby directed to issue an absolute and total prohibition to the granting of location consultations, construction and use permits of the lands subject to this chapter for any use other than the ecological conservation and preservation of the area.
