Pursuant to the provisions of §§ 151 et seq. of Title 3, and §§ 1225 et seq. of this title, known as the “Natural Patrimony Program Act”, the Secretary of the Department of Natural and Environmental Resources is hereby empowered to enter into management agreements with those government entities and/or bonafide non-profit organizations committed to the conservation and development of the marine reserve, with the purpose of establishing the joint management and custody thereof.
