(a) A half-mile stretch of marine territorial waters surrounding “Isla de Desecheo” is hereby designated as a marine reserve.
(b) The Secretary of the Department of Natural and Environmental Resources is hereby directed to develop a management plan and compatible regulations for the administration and conservation of the area described in subsection (a) of this section.
(c) The Department of Natural and Environmental Resources shall submit a report to the Legislature no later than July 1, 2000, that will certify compliance with the provisions of this section.
