§ 1335l. Purchase preference

(1) All government agencies or instrumentalities shall require the purchase of the same lubricating oil that contains the highest percentage of oil that has been recycled or refined, preferably in Puerto Rico, and available in the market, unless said product:

(a) Cannot be acquired in a reasonable period of time or in the quantities needed to satisfy the needs of the government agency or instrumentality.

(b) Does not meet with the standards recommended by the manufacturer of the equipment that shall use the oil, such as the American Petroleum Institute (API), including guarantee requirements.

(c) Is only available at a cost greater than 10% over the cost of comparable lubricating oil. This increase in cost or preference in price shall expire ten (10) years from the effective date of this act.
