In its semi-annual progress report, the generator shall provide the Board with the following information:
(1) A description of the goals and the progress achieved in reducing the generation of hazardous waste.
(2) A description of any impediment that arose in trying to reduce the production of hazardous waste.
(3) The measures to be taken to eliminate said impediments.
