Every generator shall design a hazardous waste reduction plan following the guidelines set by the Board, as well as an implementation plan. Said plan shall include a description of the options considered and an explanation of the reasons for the section of said options:
(a) As part of the implementation plan, a generator shall establish specific performance goals for hazardous waste reduction.
(b) The performance goals to be achieved as established in subsection (a) of this section shall be stated in numerical terms, should this be technically and economically feasible. Should it be impractical to set numerical performance goals, then a detailed list of the objectives designed shall be included in order to enforce them.
(c) An explanation must be given for the reasons taken into consideration to select the performance goals of said plan.
(1) The availability of technically practical hazardous waste reduction methods, including any future changes anticipated.
(2) Waste reduction methods implemented previously.
(3) The financial feasibility of the available hazardous waste reduction methods, including any future changes anticipated.
The reason for selecting a particular performance goal shall focus on any impediment to hazardous waste reduction, including, but not limited to the following:
(d) Generators shall render a semi-annual report on the progress of hazardous waste reduction. It shall:
(1) Analyze and qualify the progress achieved, if any, in hazardous waste reduction with regard to each performance goal set under subsection (c) of this section, and
(2) indicate amendments to the hazardous waste reduction plan and explain the need for said amendments.
