The sum of two million dollars ($2,000,000) is hereby appropriated to the Department of Natural and Environmental Resources from unencumbered funds in the Commonwealth Treasury to be used by the Program. In subsequent fiscal years, the funds deemed necessary to carry out the objectives of this chapter shall be consigned in the Commonwealth General Budget of Expenses.
