The Secretary is authorized to execute any kind of agreement or contract with natural or juridical, private or public persons, with federal, state or municipal agencies or organizations, under the terms and conditions he may deem necessary or advisable for the best application of this chapter, and the fulfillment of its purposes.
The employees who are at present engaged in the vigilance, protection, conservation and supervision of the natural resources, shall keep their employment, functions, status and any other rights acquired in the positions they may be holding on the effective date of this act.
