The Secretary shall establish special procedures for the registration of the rights of use and utilization of waters acquired under the previous legislation. To this effect the Secretary may set dates for the filing of the corresponding statements and require the information he may consider useful to establish the true existence and exact amount of the rights claimed. Likewise, he may, motu proprio, adopt such decisions as may be pertinent regarding the right of those who, having such right, have not claimed it or have not met the requirements established to that effect.
Within a period of not more than thirty (30) days after the approval of this act, the Secretary shall begin to prepare an inventory of the wells existing in Puerto Rico. This inventory may be prepared according to a procedure different from the one used to determine vested rights under the previous legislation.
