§ 754. Stop locks or sluice gates

Any person who, in order to irrigate or improve his estate, shall find it necessary to construct stop locks or sluice gates in the irrigating ditch or canal through which he is to receive the water without annoyance to or diminishing the supply of other irrigators, may demand that the owners of the margins permit their construction, after paying for any loss or damage, including that caused by the new servitude.
