§ 725. Proceedings to establish utility

In any case, prior to the order of establishing a servitude, proceedings must be had to establish the utility of the servitude which it is sought to lay, after hearing the owners of the estates which are to suffer the charge and the municipalities or Provinces in which they are situated, in so far as they or the State are affected by the proposed action.
