The Planning Board, with the advice of the Department of Natural and Environmental Resources, is hereby directed to adopt a management plan and special regulations for Las Picúas Beach Sector of the Municipality of Rio Grande, without impairing the rights of the private owners of properties of twenty- five (25) or more cuerdas (0.97 acre) of land registered in the Property Registry List of the sector, in accordance with the provisions applicable to the zone comprised in the designated Rio Espíritu Santo Natural Reserve, and any adjacent zone that the Board may deem necessary or convenient to include, within eleven (11) months following the approval of this act. The Board shall adjust the regulations which it is hereby instructed to adopt, with its Regulation Number 17 and with the Coastal Zone Management Plan approved by the Governor of Puerto Rico in 1978.
