There is hereby created a fund to be known as the “Hydrographic Watershed Fund” into which there shall be covered the sum of seventy-five thousand dollars ($75,000) which fund the Secretary of Agriculture was authorized to use by virtue of J.R. No. 76 of June 26, 1965, to start flood control projects in the areas known as “Guayanes” and “Bajura” in Yabucoa and Cabo Rojo, respectively.
