(a) Any person directly and adversely affected by acts, orders or resolutions issued by the Secretary in relation to the issue, renewal or revocation of licenses or permits authorized by this chapter may petition for an administrative hearing pursuant to the provisions of §§ 2101 et seq. of Title 3, known as the “Uniform Administrative Procedures Act”.
