For the implementation of the purposes of this chapter, a Recreational Fishing Consulting Board is hereby created to advise the Secretary on the assignment of resources and the determination of priorities for the development of this sector and in the implementation of the powers and duties contained in § 20 of this title. The Board shall be composed of the Executive Director of the Recreational Development Company, the Director of the Fishing Program of the Department of Agriculture, the Executive Director of the Tourist Company, a representative of the recreational fishing clubs existing in Puerto Rico and a mayor in whose municipality there are recreational fishing facilities. The Board shall be constituted no later than sixty (60) days from the date in which the law takes effect and shall hold its first meeting no later than thirty (30) days after being duly constituted, to assist the Secretary in the preparation of a working plan for the implementation of the purposes of this chapter.
