The activities of the school shall be centered on the student: the point of departure and goal of the educational system. The disbursements of the school shall be validated by its relationship with the teaching staff; with student services; or with parent or community activities as provided by §§ 143a—146f of this title. The Comptroller’s Office and the auditors of the Department shall keep this provision in mind when auditing the disbursements of the schools.
