The operating autonomy that §§ 143a—146f of this title grant the schools does not hinder the Secretary [from] exercising his/her power to promulgate general standards for the administration of the Public Education System. Neither does it exempt him/her from the obligation of ensuring that the sense of unity and purpose of the System as a whole is broken [sic]. To that end, the Secretary shall implement the standards set forth in § 145f of this title, as well as the regulations and standards related to the administration of the schools.
