The Office of Management and Budget is hereby directed to assist government agencies in developing, designing, and implementing the necessary electronic programs, whether these are new or modifications of existing programs, in order for the general public to be able to access, request, print, save, and send by fax or email certifications of any kind over the Internet, pursuant to the provisions of this chapter.
Likewise, the Secretary of the Department of the Treasury, in coordination with the Office of Management and Budget, is hereby directed to develop, design, and implement, whether by themselves or with the assistance of any public or private entity, an electronic program with the necessary measures and safeguards, the purpose of which shall be to enable the general public to electronically acquire the vouchers or stamps required for any transaction carried out with the Government of Puerto Rico, pursuant to the provisions of this chapter.
