The Secretaries of the agencies shall appoint the members of the community board for a term of two (2) or three (3) years so as to maintain not less than one third (1 / 3) of the members in every change of community board. The members shall exercise these positions of trust for the effectiveness of their appointments or until their successors take office.
In the appointment and selection of the members of the community board, the head of the agency shall not discriminate for reason of sex, race, color, birthplace, physical disability, social origin or condition or political or religious belief.
