§ 8531. Establishment

The heads of the agencies of the Commonwealth of Puerto Rico that render direct services of greatest demand to the public and that are specified in this section are hereby required to establish and maintain community boards in their respective agencies to enable the integration and effective participation of the clientele. Community boards shall be established in the following agencies:

(1) Department of the Treasury, in that regarding collection centers.

(2) Department of State, in that regarding Examining Boards Division.

(3) Regulations and Permits Administration, in that regarding application for permits.

(4) Puerto Rico Police in that regarding applications for penal records certificates.

(5) Department of Health, in that regarding the Vital Statistics and Examining Boards.

(6) Department of Transportation and Public Works, in that regarding the issue of driver’s license and motor vehicles.

The Governor may also direct other public agencies or departments that render direct services of great demand to the people, to create community boards in said agencies or departments to integrate the participation of the people.
