§ 8157. Reports

The General Services Administration shall conduct a broad analysis on the rules, methods and costs of acquisition of goods and services in all departments, offices, agencies and instrumentalities of the Commonwealth of Puerto Rico. The study shall include a comparative analysis of the effectiveness of the methods imposed by law for said purposes and the practices of the officials in charge of these processes. To perform said study, all government agencies, departments, instrumentalities and bodies attached to the Executive Branch, with the exception of the Office of the Government Ethics and the public corporations, shall submit a detailed report to the General Services Administration on their acquisition methods and procedures, the deficiencies detected and their recommendations to improve them. Said report shall be filed within a term of sixty (60) days as of the approval of this act. The General Services Administration shall render a report with its recommendations to the Governor and the Legislature within sixty (60) days following the expiration date of the term granted to the government agencies, departments, instrumentalities and bodies to render their reports.
