All employees who meet the requirements of the Program under §§ 7051 and 7052 of this title, shall make their decision of opting for the Voluntary Early Retirement Program on or before ninety (90) days, counted as of the briefing that the Environmental Quality Board of Puerto Rico, in coordination with the Retirement System Administration, is required to provide pursuant to § 7062 of this title. Once the decision of opting for the Voluntary Early Retirement Program is made, the same shall be considered to be final, binding and irrevocable for all legal purposes. Under no circumstances shall the Voluntary Early Retirement Program provided for herein be used as a pressure tactic against the employees of the Environmental Quality Board.
The date of separation from service of the employees who opt for the Program shall be effective on January 31, 2009.
